Malaysians have enjoyed free tolls during festive seasons since 2022, but starting in 2025, this initiative will no longer continue. The Minister of Works, Datuk Seri Alexander Nanta Linggi, confirmed that the decision was finalized during a Cabinet meeting held last year.
To replace the free toll program, the government plans to implement a more targeted approach. However, specific details of this new framework remain undisclosed. Speaking on the matter, Datuk Seri Nanta stated:
“We will announce the targeted approach soon. Last year, the government decided that 2024 would mark the final year for free tolls during festive seasons. According to that decision, there will no longer be free tolls. However, if there are exceptions, they will be considered and discussed further.”
This decision, he explained, reflects the government’s aim to restructure subsidies into a more focused and efficient framework. Further details about the targeted approach will be announced at a later date.
These remarks were made during the official opening of Section 2 of the West Coast Expressway (WCE), connecting the SKVE Interchange to the SAE Interchange, at the SAE Toll Plaza in Klang.
The government clarified that highway concessionaires did not incur financial losses from free toll initiatives, as the government fully covered the costs. On average, RM20 million per day was paid to concessionaires to offset the toll exemptions.
For context, the total expenditure for free tolls in 2023 alone included:
- RM80.07 million during Aidilfitri,
- RM42.31 million for Deepavali,
- RM41.21 million for Chinese New Year, and
- RM38 million for Christmas.
